The Background of Mr. Israel Vásquez
Mr. Israel Vásquez has been involved in
Quality Systems and Nondestructive Testing since 1972, beginning as an NDI
Technician in the United States Air Force, and as a Radiographer for
Aerojet Solid Rocket Propulsion Company, performing the Radiographic
Inspection of missile structures, motors and casings. These inspections
involved the use of High Energy Radiographic Inspection equipment such as
Linatrons and Real-Time Inspection Systems.
Extending his experience working for the
Product Assurance / NDT Engineering Group at Lockheed Missiles and Space
Company, Inc. Daily duties included Quality Systems, Personnel Training
and NDT Engineering functions. Management of specialized NDT Systems
(i.e., Real-Time Radiography and image computer processing systems).
Mr. Vásquez was also employed as the
Quality Control / General Manager and Level 3 of a major independent full
service Inspection / Testing Laboratory. He is knowledgeable with all
aspects of metal testing and finishing such as hardness, conductivity,
tensile, macroetch, passivation, nital temper etch, chemical milling,
conversion coatings, and pre-penetrant etching. He has written procedures
for and supervised the inspections of castings, weldments, forgings,
fasteners, and machined parts for both the Aerospace and Civil Industries.
Mr. Vásquez has held Level 3 Certifications
from several major Aerospace/Defense Contractors such as Lockheed Missiles
& Space Company, Bell Helicopter, Allied-Signal (now Honeywell), Bettis
Atomic Laboratory (Naval Nuclear Program), and Hamilton Standard. These
Certifications were for the Radiographic Inspection, Magnetic Particle,
Liquid Penetrant, Eddy Current, Ultrasonic Inspection, and Neutron
Radiographic Inspection Methods in accordance with the certification
requirements of ASNT’s Recommended Practice SNT-TC-1A, MIL-STD-410, NAS
410 and MIL-STD-2132.
Mr. Vásquez is an independent Quality
Systems / NDT Consultant and is the Senior Lead NDT Auditor for the
Performance Review Institute (PRI), and is also a Lead Quality Systems
Auditor since 1992. He has conducted training for the National Aerospace
Defense Contractors Accreditation Program known as Nadcap. In addition, he
has conducted AS9000, AS9100, and Fastener Quality Act Seminars for PRI.
Mr. Vásquez is a Level 3 Certificate Holder (Cert # 16895) for the PT, MT
and RT Methods from the American Society of Nondestructive Testing (ASNT),
and is the author of several papers published in Materials Evaluation. Mr.
Vásquez is also a Boeing Company approved consultant and is listed in the
Approved Supplier List - D1-4426. He is a member of the American Society
for Quality (ASQ), and the American Society for Testing and Materials
(ASTM). He has undergone Lead Assessor training for ISO-9000 by the
STAT-A-MATRIX Institute. Mr. Vásquez is familiar with and/or has managed
Quality Systems meeting the requirements of as MIL-I-45208, MIL-Q-9858,
ISO-9000 / AS-9100, ISO Guide 25, and ISO17025). Mr. Vásquez is also an
approved Assessor for Calibration Laboratories for PRI in accordance with
ISO / IEC 17025.
